What are the steps to process a FOIA request that spans multiple agency offices or program areas?
When a FOIA request reaches across several offices or program areas, the challenge shifts from “finding a file” to coordinating people, systems, and timelines. A disciplined, repeatable process keeps the response complete, defensible, and on schedule.
1. Log, scope, and assign
Record the request and assign a tracking number on receipt. Read it carefully to identify what is actually being sought, then map which offices or program areas are reasonably likely to hold responsive records. Designate a lead FOIA officer to own coordination, and acknowledge the request to the requester, clarifying scope where the request is broad or ambiguous.
2. Task the offices and define the search
Send a clear, written tasking to each identified office. Specify the subject matter, relevant date range, custodians, and the record types and systems to search (email, shared drives, case systems, paper files). Set an internal deadline that leaves time for review before the statutory due date. Each office should document its search terms and locations so the agency can later show the search was reasonable.
3. Collect and de-duplicate
Gather responsive records into a central location. Because offices often hold overlapping copies, de-duplicate to avoid processing the same document repeatedly, while preserving one authoritative copy. Track provenance so you know which office produced each record.
4. Review, consult, and apply exemptions
Review records for responsiveness and for material that may be withheld under applicable exemptions. Cross-office requests frequently require consultation (your agency reviews records that originated elsewhere) or referral (another agency reviews and responds on its own records). Coordinate any classified, privileged, or privacy-sensitive material with the appropriate authority, and apply redactions consistently across all offices.
5. Aggregate, respond, and document
Consolidate the cleared records into a single response, or coordinate a unified release across the participating components. Cite the exemptions relied on, note any referrals, and inform the requester of appeal rights. Retain the search documentation, review decisions, and correspondence as a record of the request itself.
