A NARA initiative that standardizes how federal agencies acquire records management services and solutions, supporting the government-wide transition to electronic recordkeeping.
The Federal Electronic Records Modernization Initiative (FERMI) is a NARA initiative to make it easier and more consistent for federal agencies to acquire records management services and solutions. Rather than each agency independently defining what it needs, FERMI provides standardized requirements (including a Universal Electronic Records Management requirements set) and a path to procure compliant products and services.
FERMI supports the broader federal push — codified in M-19-21 and M-23-07 — toward fully electronic recordkeeping and electronic transfer of permanent records to the National Archives. By standardizing requirements, it helps ensure agencies adopt systems that actually meet federal recordkeeping obligations, and it reduces duplicative effort across government.
