Universal Electronic Records Management Requirements (Universal ERM Requirements)
NARA's modern, technology-neutral set of requirements for electronic records management solutions, established under FERMI — the current federal reference that superseded NARA's endorsement of DoD 5015.2.
The Universal Electronic Records Management (ERM) Requirements are NARA’s modern statement of what electronic records management solutions must do to meet federal recordkeeping needs. They were developed under the Federal Electronic Records Modernization Initiative (FERMI) and are paired with a GSA Special Item Number (SIN 518210ERM) so agencies can procure compliant ERM services and solutions.
In NARA Bulletin 2022-01 (April 19, 2022), NARA revoked its endorsement of DoD 5015.02-STD — citing the pending revision of that standard and the establishment of FERMI — and moved to these Universal ERM Requirements as the federal reference. The shift is from endorsing one DoD technical/product standard to a broader, technology-neutral set of requirements that vendors can meet in different ways. DoD 5015.2 still exists and many products remain certified against it, but it is no longer NARA’s endorsed federal baseline.
