MoReq
MoReq (Model Requirements for the Management of Electronic Records) is a European model specification defining functional requirements for systems that capture, manage, and preserve electronic records over time.
MoReq is a model specification, originating in Europe, that sets out functional and non-functional requirements for software used to manage electronic records. It describes what a compliant system should do across the records lifecycle, including classification, capture, retention scheduling, disposition, metadata, search, and audit trails. Rather than mandating a single product design, it offers a vendor-neutral, modular framework that organizations and regulators can adapt to national or sectoral needs.
MoReq matters because it gives buyers, auditors, and developers a common, testable yardstick for trustworthy recordkeeping, helping ensure that electronic records remain authentic, reliable, and usable. It functions as a European counterpart to other electronic records management requirement sets. In the United States, for example, NARA endorsed the DoD 5015.2 standard for decades but revoked that endorsement in 2022, shifting toward the Universal Electronic Records Management Requirements developed through the Federal Electronic Records Modernization Initiative. MoReq plays a comparable standardizing role in the European context, emphasizing interoperability, exportability, and long-term preservation of records and their metadata.
